Enables Dynotrace to app autoscaler release
• Updated Module Requirements: Added app-autoscaler-dynatrace to the list of required modules.
• New Resource Definition: Defined a new resource app-autoscaler-dynatrace with type org.cloudfoundry.existing-service, marked as inactive and optional.
